Russell was named chief technology officer in March of 2025. He previously served as chief cloud officer from 2024 to 2025. Russell is responsible for the strategic leadership of our entire technology organization. Russell joined Tyler in 2018 as vice president, Development, for the Public Safety Division and was instrumental in driving public safety product innovation. He then served as senior vice president, Cloud Strategy & Operations, and as vice president of Cloud Strategy & Operations from 2021 to 2024. Prior to joining Tyler, Russell was vice president of Engineering at Benefitfocus and vice president, Public Sector Development, at Infor. Russell holds a bachelor’s degree in computer science from Salem State University and a master’s degree in computer software engineering from California State University in Sacramento.
