Tyler Technologies, Inc. (NYSE: TYL) today announced that the State of
Maryland has selected Tyler's Odyssey® court management
system as the single, integrated environment for managing and reporting
court information. Odyssey will help the state achieve Maryland
Electronic Court (MDEC) goals, which include providing efficient and
easy access to statewide statistics and other data to help enhance
judicial decision-making, eliminating paper files for new cases, and
increasing the number and quality of services to justice partners,
lawyers and the public.
Maryland sought an integrated court management system to meet both
short- and long-term objectives. Its immediate goal was to replace the
legacy systems and 22 significant court applications it currently
operates, with a single system to enable the efficient and accurate
electronic exchange of judicial information. Longer term, the Maryland
Judiciary wants to transform the way justice information is processed
and shared among all participants, which requires Odyssey's modern
tools, methods and standards.
The contract between Tyler and the State of Maryland is valued at
approximately $45 million, which includes software licensing fees,
professional services and a multi-year maintenance agreement. The MDEC
Project will use several Odyssey modules, including Case Manager,
Enterprise Content Management, Financial Management and e-Filing.
Maryland's search for a judicial technology partner was anchored by
three strategic goals: 1) enhance public safety by more rapidly sharing
high-quality data in support of better decision-making; 2) increase
access to the courts by providing an easy-to-use system that's available
anywhere, anytime; and 3) support the fair and efficient administration
of justice by using a system that improves overall court operations,
including better scheduling, reduced delays and better-informed
decisions.
The state's selection committee chose Odyssey after a comprehensive and
competitive bidding process. The committee chose Tyler for several
reasons, including the company's significant and successful track record
of statewide Odyssey implementations.
Tyler has successfully deployed Odyssey statewide in Indiana, Minnesota,
New Hampshire, New Mexico, North Dakota and South Dakota. In May 2011,
the State of Oregon selected Odyssey for statewide implementation valued
at approximately $31 million. In addition to statewide clients, Odyssey
serves counties in eight other states. Including Maryland, Odyssey will
serve more than 500 counties with a combined population of over 50
million.

Maryland will begin its Odyssey rollout by implementing the solution in
Anne Arundel County, which is home to the state's capital, Annapolis,
and about 500,000 residents. Once implemented, courts in all 24 Maryland
counties will have access to the same database, and Odyssey will enable
inter-jurisdictional notifications and data transfer between all four
levels of court for all case types.
