Tyler Technologies, Inc. (NYSE: TYL) today announced that the Texas
Office of Court Administration (OCA) has selected Tyler to provide a
unified, statewide electronic filing system that will reduce costs for
filers while providing a robust platform for the expansion of electronic
filing in Texas, thereby creating efficiencies for court clerks, staff,
lawyers and litigants.
Electronic filing (eFiling) allows attorneys and litigants to initiate
new cases and file subsequent pleadings and documents to a court via a
Web portal. Upon acceptance by the court, the documents can be
automatically transmitted to the court's case management system, as well
as to other case participants, providing a completely paperless process.
Tyler was selected as part of a competitive bidding process and brings
experience successfully managing eFiling in seven other states,
including four statewide implementations.
"Tyler's success providing eFiling services elsewhere gave us confidence
that they would provide a solid, reliable and easy-to-use system," said
David Slayton, administrative director of the OCA. "The OCA is
continuously looking for ways to increase efficiencies in a
cost-effective manner, and through this contract we are able to provide
that efficiency at a 40 percent reduction in user fees compared to the
current eFiling system. At the same time, Tyler's eFiling system will
improve services to court constituents, including judges, court staff,
clerks, attorneys and litigants."
Court clerks and staff will see their workloads streamlined, while
attorneys will benefit from the system's lower fees and increased
functionality. Currently, more than 330 courts in over 50 Texas
counties, representing over 81 percent of the state's population, allow
electronic filing. Courts currently using eFiling will be transitioned
from the existing system to Tyler's platform in the next 15 months.
"Tyler is proud to be selected by Texas for this important statewide
initiative, which we believe will help transform how the Texas judicial
system does business," said Bruce Graham, president of Tyler's Courts &
Justice Division. "Our experience in other states shows that the
benefits of eFiling grow as filer adoption increases. Tyler looks
forward to expanding its partnership with Texas courts to deliver cost
and workload efficiencies to constituents of the state's judicial
system."
Tyler's Courts & Justice Division is also the selected provider of
eFiling services in Detroit, Las Vegas, and in the states of Maryland,
Minnesota, New Mexico, North Dakota, Oregon and South Dakota. Tyler's
platform is designed for high-volume operations to support millions of
filings annually. Electronic filings in Texas are anticipated to grow to
several million filings per year over the next several years.
Tyler has deep domain expertise through its Courts & Justice Division,
which has clients in more than 450 counties, including more than 50
Texas counties, eight statewide installations, and several jurisdictions
where eFiling is mandatory. The Texas eFiling contract is expected to
result in increased hiring within Tyler's Courts & Justice Division,
based in Plano, Texas, as support for thousands of new users ramps up.
