Cook County, Illinois, has signed a $30 million agreement with Tyler
Technologies, Inc. (NYSE: TYL) for its iasWorld®
appraisal and tax administration software solution. The integrated
solution will replace 40-year-old technology used by the county's
offices of the assessor, clerk, treasurer, board of review, and
Department of Geographic Information Systems.
"Tyler's integrated property tax system is a landmark collaboration
effort for the county's property agencies," said Cook County Board
President Toni Preckwinkle. "The old property tax system, supported by
1970's-era mainframe applications, has performed reliably and remarkably
well for 40 years, but it has reached the end of its usable service
life. It's high time we bring this technology into the 21st century."
Tyler's iasWorld solution will provide Cook County with improved
workflow processes and data analytics, as well as better data accuracy
and increased transparency for public-facing services. The county
expects to re-engineer and automate more than 60 business processes by
eliminating standalone systems and providing a single view of each
property record by accessing a single PIN; currently each agency
maintains separate records with different identification numbers.
"I firmly believe it is essential to modernize the legacy system that
performs one of the core functions of the county - the administration of
property taxes," said Cook County Clerk David Orr. "My office looks
forward to giving taxpayers greater access to delinquent property tax
records, providing local taxing districts with a sophisticated two-way
communication portal and realizing increased government efficiency."
Cook County conducted a competitive review process that included client
reference checks before selecting Tyler. The rigorous review resulted in
selecting iasWorld to serve as the central database system for the
county's 1.8 million real estate parcels and all the related data behind
each parcel from the agencies using the property tax system. The
contract includes software licenses, implementation, maintenance and
support.
"The Assessor's Office is pleased to be part of this collaborative
effort as it brings together county agencies for added efficiency," said
Cook County Assessor Joseph Berrios. "Tyler's iasWorld software will
improve assessment, valuation, collection and other property tax
operations, as well as save taxpayer dollars. And the public portal
makes the Assessor's Office even more accessible."
"We've modernized the Treasurer's Office systems in order to provide
efficiencies to the public, all while working around a 40-year-old
county mainframe system. The future for the property tax system has been
calling for a long time and at last we are answering," said Cook County
Treasurer Maria Pappas. "By integrating the real estate offices, we will
achieve higher levels of operational efficiencies that will allow us to
provide even greater services to the people."
The county selected multiple Tyler software solutions to meet its
property tax administration needs, including iasWorld CAMA™, iasWorld
Tax™, iasWorld Field Mobile™ for collecting and reviewing information in
the field, iasWorld Public Access™ for online access to property and tax
data and Tyler Content Manager™. Cook County will also benefit from
Tyler's evergreen licensing approach that provides significant, yet
manageable, software enhancements without an additional relicensing fee,
ensuring all solutions are using the latest technology.
"We are proud to partner with Cook County on this project to implement a
long-term, integrated property tax system that will modernize property
tax processes across all agencies and increase operational
efficiencies," said Andrew D. Teed, president of Tyler's Appraisal & Tax
Division. "We have decades of experience providing software and services
to large jurisdictions like Cook County, and we know that our success
depends on the success of our clients. We look forward to helping the
county realize its goals for a modern, integrated property tax system
that provides increased efficiencies and public accessibility."
