Tyler
Technologies, Inc. (NYSE: TYL) has signed an agreement with Monroe
County, Pennsylvania, for a countywide reassessment using Tyler's CLT
Appraisal Services™ and modern iasWorld® property
appraisal and tax administration software.
The contract, valued at $6.4 million, includes image collection, data
collection, analysis and valuation of the more than 103,000 real estate
parcels in the county and installation of the iasWorld software suite
with functionality for computer-assisted mass appraisal (CAMA) and tax
billing and collections. Also included in the contract are several
add-on features such as iasWorld Inquiry & Appeals™ to
better manage the property appeals process; iasWorld Field Mobile™
for collecting and reviewing property data in the field; and iasWorld
Public Access™ to provide data transparency to taxpayers.
The county needed to conduct a countywide reassessment while, at the
same time, replace its legacy system with a contemporary appraisal and
tax solution. The county chose Tyler for its successful track record of
implementing and using iasWorld to capture, process and maintain data
and values during a reassessment. Tyler's iasWorld solution is used to
manage more than 42 percent of all parcels in Pennsylvania. The
unanimous approval by the Monroe County commissioners reflects their
expectation of Tyler's ability to complete a successful reassessment
within the county's desired timeframe.
Tyler's CLT Appraisal Services - the country's only national mass
appraisal services company - has appraised more than 30 million parcels
across 46 states. The methodology of CLT Appraisal Services and Tyler
Verify street-level imaging meets International Association of Assessing
Officers (IAAO) standards for desktop review and is used to collect data
on an average of more than 80,000 parcels every month. iasWorld, which
helps ensure uniformity and fairness in property taxation while
streamlining taxation and assessment processes, has been selected in 25
states, four Canadian provinces and the Commonwealth of the Bahamas.
Monroe County is about 90 miles east of New York City. The eastern
Pennsylvania county covers about 600 square miles and has approximately
170,000 residents in 16 townships and four boroughs.
